That's because these two lists appear on the device App Store while the 'Staff Favorites' do not. The difference is generally between 5x to 10x from our experience. On the other hand, being featured on the France App Store allowed us to see a x10-20 increase for this territory. I hope Flower Garden will see the same success (and even more) on a worldwide scale :) Congratulations!
